This phrase is used when the lack of people at a baseball game (or other sporting event) can be seen.
Usually used when showing Carolina Hurricanes highlights.
Used during Florida Marlins, Montreal Expos, Minnesota Twins, and other teams' games with low average attendance highlights.
Local radio announcers often say before or during the game that "there are still plenty of good seats available if you're in the area" or something like that...trying to get people to come to the game to buy tickets. Kenny makes fun of the fact that some baseball fans are just driving around and happen to hear this announcement.
